1. What is a full path to exe? Can you try moving the file to other directories (root drive as well) and try running from there?
2. Does the PC have enough available memory?
3. Are there any other exe files that produce this error (193)?

Well, after i run the installer on desktop, now moving to C the .exe runs with UT without problems and can trace the install.

I've got 16GB RAM and an i7 2600K processor and 306 GB of HD available

3. Are there any other exe files that produce this error (193)?

I don't know, at the moment this is the only one

I've got the same problem with Firefox.
I think is my system because if i try to install LibreOffice(without UT) decompress the files but not starts the install operation. And with UT i have the same problem.

But anyway.. can you please give us exact path to the thunderbird setup file (on desktop)? (As far as I understood it runs ok with Install Tracker from C:)

I noticed that if i run the installer form desktop i have problems, eg LibreOffice.
But i don't know what made this problem, becuase i installed LibreOffice without problems when i did a clean install of my OS.
