error replacement applet "Add / Remove Programs"

Today happened to notice that the "Uninstall Tool" does not replace the standard "installation or Remove Programs" by issuing such a mistake SCREEN. Previously, this was not replaced and all is normal. I am therefore I go under the admin account that it still needed?

just checked 2.9.6 is replaced by a normal 5100 and the last is not replaced, wrote that there is no access rights

if you install the replacement when installing it all works, but if you then turn itself on and off this option you wrote that there is no access rights

1. Does the file "utool.cpl" exist in program folder?
2. Do you have 32 or 64 bit version of Windows XP?

"utool.cpl" is exist and I use 32-bit version
and I am the only user of the system and therefore I am one administrator

"C:\Program Files\Uninstall Tool\utool.exe" /log
and show us the log, please

Just find the following, the option is replacing the applet works if the program run from a folder or shortcut to any place, but I fixed it in the Start menu, and when you run out option is broken giving an error of access rights. :o
