Fan Control Won't Speed Up the Fan

So my Mac gets so hot, and I try to increase the RPM on the fan but it won't budge, and stays at arround 2300 RPM. I notice however that if I go to the minimum, the fan will go down. Does anyone know why and/or how to fix it?

I also tried adjusting it by 1000 RPM and still nothing happened.

Does it ever speed up up to max when Control is set to Auto ? (e.g. when playing games)

At most I get ~3600RPMs

Looks like the fan is physically broken. Did you try on Windows (Boot camp)?

No, and also I should point out whenever I log back into my computer it listens for a few minutes, but then goes back to how it was.
