Fan going bezerk on system wakeup

I've had a couple episodes where the fan on my late 2013 Mac Pro "trashcan" running Windows 8.1 goes bezerk when the system wakes up from sleep. Like hits speeds of 2500 RPM (out of a "maximum" of 1900?!?). There's no activity on the system to justify the fan speed, and since it woke from sleep, it should be very cool.

A reboot makes the situation go away, but it's very puzzling. Here's a technical info dump from the Macs Fan Control app during one of these episodes:

I'd do recommend updating to Windows 10 x64 on this machine
