Setting a rpm value

Hello there. I'm currently using smcFanControl but I would like to switch to MFC, but I have a question. 

If I set the rpm value to a custom number, if the system sees it needs more fan speed, does it increase? Does the custom value work like a minimum value to the fan speed? Or it's a fixed value no matter what?

Plus, if I want to remove the application, it's just a matter of deleting it and restarting?

Yes, fixed.

Simply return the fan(s) to Auto and delete. No restart required.
