why is the fan minimum RPM is restricted to 1788?
The fan can operate at lower RPM (1200 is the nominal from what I know)

Fan min rpm is restricted by hardware. It's very dangerous to decrease it and it will never be implemented in Macs Fan Control. Increasing min rpm will be implemented in next versions.
