Temp readings and RPM readings, but can't change fan speed

I find that my 2009 iMac runs hot to the touch, and on days when the ambient temperature is hot, I'd rather the machine run cooler, even if that means louder fans. I've installed Macs Fan Control, and I can see readings for temperature on many sensors, and RPM on three fans, but nothing I do changes the speed of the fans. I've tried multiple restarts, I've reset the SMC and the NVRAM and those didn't help.

Any ideas on what I might be doing incorrectly?
