MBP-minimum fan speed changes all the time

Hi,
I have a MacBook Pro A1211 from 2007. I use Macs Fan Control. Upon startup, the minimum fan speed as shown in the Macs Fan Control window (attached) is each time different and is almost never the system default minimum speed 1000 rpm) but sometimes 2000 rpm or any odd number. Why is that so ? What can I do to have a constant minimum speed ? I have no other fan control or monitor program installed.

Any other fan controlling app was installed before? This sort of issue happens if it's still somehow working

Also try to reset SMC
