What happens at Maximum Temp

Dear Folks,

I choose "Sensor-based value." I am using the following settings:

minimum temperature: 70 degrees Celcius
maximum temperature: 100 degrees Celsius

The RPMs on my Mac Mini 2009 go from 1500 to 5500. Does this mean my fans will go to 5500 when the temperature hits 100? Do they get proportionately faster as the temperature exceeds 70?

Sorry for the obvious question. Not sure I get this yet yet...
