right side fan speed the same

can you please help me to find solution for this issue (MacBook Pro 2014)
min, current, max RPM is the same for right fan, not allow me to change the speed at all. I reset SMC, checked if there any other software that control the fan and nothing changed. However if I start some heavy load program, left fan hit max around ~6500 rpm, right fan stays at 1394 and sometimes it goes to 6500 for few min and than back to 1394 (I guess apple control it this way)
can any one help me to find solution to make(so Fan Soft will show) right fan Max speed 6500, so I can tune it in MacFanControl the way I would like it
