Minimum fan speed now seems to be 5700??

Hi there
In an earlier incarnation of Macs Fan Control, the minimum fan speed when going into Custom was 2000. I just re downloaded (10.6.eight), and I don't seem to be able to set it below 5700, which still leaves the computer roaring like a jet even after just opening. How do I set the fan lower like I used to be able to?
