Recommended settings for controlling CPU temperature

I searched this forum but couldn't find any recommendations so though I might just as well ask.

I have MacBook Pro (13-inch, Mid 2009) with Intel® Core™2 Duo Processor P8400.

Two questions:
1) I was wondering what would be best configuration for achieving good balance between MBP aluminium body temperature and fan noise (above 3500 rpm is already a bit noisy for me).

2) Also, I noticed that while booted in Windows 7 in Bootcamp, fans become more active. Are different settings advised for Windows 7 in Bootcamp and for Mac OS X Mountain Lion?

I already managed to significantly reduce MBP aluminium body temperature by replacing HDD with SSD. That was unexpected but very welcomed benefit of the upgrade.

Background info:
Based on what Intel is saying, max temperature for this CPU is 105 deg Celsius.
Environment I work in, is always in range 20-35 which is within Apple's official limit (10-35).

1. I'd say that you should experiment. Most Intel processors must not exceed about 90 degrees C (from my experience)

2. Yes it's true - Bootcamp power/SMC management is not effective. Experiment here as well

I guessed that might be the answer but though there's no harm in asking anyway.

One followup question: What kind of settings remain when the Mac Fan Control exists? I had a large set of updates on Windows which were executing after log off and it seamed that fan stayed on low RPM all the time.

When MFC exits, the last fan RPM value set is remained as constant RPM value
Until you shutdown or go to sleep
